Todd represents public sector jurisdictions in all areas of labor and employment relations, including preparation for contract negotiations, mediation, fact-finding, conciliation, arbitration, as well as the administration of collective bargaining agreements.  Todd also represents jurisdictions before administrative agencies pertaining to personnel matters, including the State Employment Relations Board, the State Personnel Board of Review, the Unemployment Compensation Review Commission, and the Industrial Commission of Ohio.  In addition, Todd drafts civil service rules, policies, manuals, and handbooks for various jurisdictions.

On the Personal Side

While attending the U.S. Naval Academy, Todd played varsity football and baseball.
As a naval officer, he served in two operational deployments to the Western Pacific/Arabian Gulf Theatre.  Today, he is a member of the American Legion and the Knights of Columbus.

Todd frequently conducts presentations throughout the state regarding Ohio’s Public Records Act.  Additionally, he conducts seminars on collective bargaining, discipline, discrimination and harassment laws.
